A VTEM style waveform

Parameters

off_timefloat, default: 4.2e-3: time at which the transmitter is turned off in units of seconds
peak_timefloat, default: 2.73e-3: the peak time for the waveform
ramp_on_ratefloat, default: 3.0: parameter controlling how quickly the waveform ramps on
