Computes the complex conductivity matrix using Pelton’s Cole-Cole model:
\[\sigma (\omega ) = \sigma \Bigg [ 1 - \eta \Bigg ( \frac{1}{1 + (1-\eta ) (1 + i\omega \tau)^c} \Bigg ) \Bigg ]\]- Parameters:
frequencies (numpy.array) – np.array(N,) containing frequencies

numpy.ndarray: np.array(n_layer, n_frequency)
